E-Learning as a Crosscutting Theme at the Canadian Council on Learning

This session will provide an overview of e-learning in Canada. To support the effective implementation and sustainability of e-learning, the strategic engagement of policy makers and providers is required. A set of actions to support policy makers, providers, users, and learners in their decision-making relative to e-learning is proposed.
About John Biss
I worked as a high school teacher in Saskatchewan for 5 years prior to pursuing graduate work at the Ontario Institute for Studies in Education. I received an Education Doctorate degree with a focus on adult education and educational change and innovation.
I joined the Saskatchewan Public Service in 1976. Over the course of my 30 years with the public service I was involved with the development of the community college system, the delivery of Adult Basic Education programs, the formation of the Saskatchewan Institute of Applied Science and Technology (SIAST), and the management of the Community Colleges, SIAST, Private Vocational Schools and Apprenticeship legislation. During the last 11 years of my career I was the Executive Director of the University Affairs branch responsible for government liaison with the two universities, four federated colleges as well as all the aboriginal post secondary institutions.
I joined CCL in June 2006 as an Assistant Director responsible for provincial/territorial liaison and e-learning. I have recently assumed operational liaison responsibility for three of the five Knowledge Centres in CCL: i.e.. Health, Aboriginal, and Adult.
My interests are in educational change management, policy development and implementation and lifelong learning.
